Explaination of the Holy Spirit in marriage ceremony
The Committee recommends the confirmation of the understanding of the saying of the Lord Christ regarding Christian marriage generally, that “what God had put together, man shall not separate” (Mat 6:19). What He meant by this is that the Holy Spirit descends in a Christian marriage to unify the betrothed, in a way that humanity cannot divide (as long as it was a proper marriage) and it is not permissible for anyone to break it except for adultery or abandonment of the Christian faith [apostasy]. With this, it is the Holy Spirit that descends and brings together the two ends of the marriage, whether this be in the rituals of the first or second Marriage Commandment. This is indeed what happens in reality as we pray the Rite of Commitment of Matrimony with its three crossings before the Rite of the Second or Third marriage.
