Elevation of HG Bishop Morcos and HG Bishops Athansius of France
Regarding the elevation of His Grace Bishop Morcos of France to Metropolitan and His Grace Bishop Athanasius to a General Bishop:
The Copts in France who are of Egyptian origin have unique circumstances and the French differ in their traditions from them [the Copts]. Therefore, with the agreement of His Grace Bishop Morcos, and based on the Special Protocol of the French Coptic Orthodox Church see the text of the Protocol at Appendix No. 5-Bhe shall be elevated to a Metropolitan and His Grace Bishop Athanasius to a General Bishop and they will be responsible for their French followers who have joined the Coptic Church and those from other ethnicities who have joined. As for the Copts, they may have a specific bishop for them in future.
